This is what I'm trying to recreate in terms of format:
I've applied Break Formatting on the First Column of my Classic Report which does remove the "Animal Type" from being repeated but still leave empty rows after it and lines it up with the first row of "Animal Name":
Is there a way to "Merge and Center" the "Animal Type" in the Break Column?

I found this thread: Classic report Break Formatting but didn't find the explanations to be very clear or examples of how the different settings are reflected on the page.
APEX version is 5.1.2
