Memory usage is high

Dear all,
OS : OEL 4.8 , Physical Mem:4GB
Installed OEL 4.8 and noticed that memory consumption is going very high and almost reaching to 4gb , i got this information using top command,

any pointer or clue to troubleshoot this error.
