Memory leak in apache server

We are getting memory leak message in catalina log file on tomcat server :

org.apache.catalina.loader.WebappClassLoader clearReferencesThreads
SEVERE: The web application [siebel-wd-embedded] is still processing a request that has yet to finish. This is very likely to create a memory leak. You can control the time allowed for requests to finish by using the unloadDelay attribute of the standard Context implementation.

This has caused cpu uses to length sometime and thus creates outage.We are using Opa 10.1.27,siebel 7.8,Apache 6.Please advice what needs to be done to fix the memory leak.
