Memory allocation for 10g using WinXP - 4GB RAM

I've installed 10.2.0.1 successfully, but have noticed that even though I have 4 GB of RAM that Oracle only seems to use 628 MB, even under "heavy" loading (as indicated by WinXP Task Manager.

In a SQL-Server 205 install, I've noticed that amount of RAM used for both application and PageFile starts to go up under heavy loading.

Is this nomal behavior for Oracle, is is there some SGA/PGA tuning to be done here?
