Materialized view - clarification

Can you calrify the position on materialized views?
eg:
Can I create a never refresh view and maintain it's content with application code?
[ one might ask why that's an MV but that's historical and could change ... ]
Can I create a materialized view from a join of local tables in the same schema and PL/SQL function call results ? Can this automatically refresh every 24 hours ?

We do not use MV's for replication, query rewrites etc (as our application is mainly deployed on SE) and we do not do fast refreshes.
