many database sessions waiting on wait event "resmgr:cpu quantum"

Hi,

Ours is Oracle Applications 12.1.3 with Database 11.2.0.3 Running on Linux X86-64 server. few days back, we faced sever performance issues in the database, Applications are loading very slowly and reviewed the AWR report for the time period and found the below 2 wait events.

Reviewed the AWR report for both time periods. Found the below 2 wait events in common significantly causing wait time, which lead to performance issue.

The wait event “resmgr:cpu quantum” was due to resource manager window active at that time, even though resource manager plan is disabled in the database. Checked the db parameters, it is null.

Raised SR with Oracle Support, they asked us to disable resource managers and maintenance active windows. is it safe to disable resource manager? Please advise will there be any side affects.
