Many active redo logs

Dear All,

Gurus help is needed!

We have a trouble. Our Oracle works very slow and sometimes it seems to us that hangs up too.
We noticed that as soon as all Redo logs become active Oracle hangs.
Can someone explain why it happens so that redo logs do not become inactive. As I know it means that archive proccess cannot finish archiving in appropriate time. right?
Can you suggest what to do?
