ManageUserPov.com 11.1.2.2

I have a simple issue.
I followed all the instruction and modified the Manageuserpov.properties

Now when i type the following in cmd:

ManageUserPov.cmd export Manageuserpov.properties

It gives the following error:
THe system cannot find the path specified.

Im missing something here. Can someone please suggest what I maybe doing wrong.
