Managed File Transfer - Cannot create any artifacts

I have issues creating anything in MFT. When I am in the Design tab, the create icon is grey.

I have installed Fusion Middleware Infrastructure and Managed File Transfer and made alle necessary configurations.

Can anyone tell me what might be wrong?
