Manage Delegations (Oracle Fusion) bulk upload

Hi,

Do you know if there is an option to bulk upload delegations in Oracle Fusion? We have a scenario in which we need to allow one user to make timecards for 4-5k other users. REST API is not allowing this, because with rest you can only see and create delegations for the user that is used for authentication.
