Making changes to existing OHW project

I need to make small changes to finished OHW project that other person has created. I am new in OHelp technologies. So I am wondering if I could do those changes without actualy installing OHW. To be more exact:

I need to make localized top menu (menu strings should change depending on locale). Locale is set correctly, in cabo/images/cash dir I get different directories with images depending on locale, but menu items in all dirs are in english.

Is there an easy way to change that?
