Making an application readonly

I have a application fully developed, ready to go. About dozen pages, lots of buttons, lots of report regions, navigation, lots of tabular & single-row forms, etc. Your typical application.

Suddenly, users throw a curveball saying that Joe, Jane, Bill need to be "readonly" users, they are not allowed to modify any data. They still want access to the application, want to be able to view the pages, navigate the app, just not be able to update any data.

How would you do this?

I thought I could simply run a application report listing all Button labels. Go down them one by one, see which button labels say things like Apply, Save, Submit, etc and attach a condition to the button making it not show up for those underprivileged users.

But this is really cumbersome. The Application Report (4000:250) doesnt take me directly to each button, it links to the page, so I click on the page#, I have to again "hunt" for the button on that page, go back to the Report (using browser Back button), rinse, lather and repeat.

Is there a easier way to do this?
