make apex work in a local network

hello,
having trouble to run XE(Application Express 2.1.0.00.39) in a local network.
actually its very simple, i installed apex on a pc with the static ip adress 192.168.0.34, the other pc's in the same local network get their ip-adress by using DHCP.
So far so good.....
Now i can ping the apex-pc without having problems, but if i want to access apex by using this URL:"http://192.168.0.34:8080/apex", its giving me a timeout.
Apex works fine by using the localhost URL(http://127.0.0.1:8080/apex).

Do i need to enable Remote HTTP Access, if yes how?

Is anybody familiar with this kind a problems!!

Would be a extremly glad, if anybody could help me out!
