Mail to hotmail.com are being failed

AA ,
I have been receiving serious problems in my mail server; " All mails directed to hotmail.com are not being sent " , Mails to other domains are being sent successfully. the error i receive is

Temporary error turned by SMTP partner.
451 Timeout waiting for client input

Can anyone explain this error and advise what should i check. I see that dns is resolving it correctly.
