Mail stucked in queue

Hello guys,

My server is configured perfectly to send emails. In fact, it was working well!
Now the emails are getting stucked in mail queue. There's no error message. When I try to force "Send All Mail" using the web interface its show "Successfully sent mail.", but nothing happing in the mail queue, and no emails are sended.

If I restart the database the emails are sended, but after sometime the same problem happen again.

Anyone knows how can I solve that issue?

I'm using apex_mail package. ApEx 3.01 Oracle XE 10g.
