LSInventory does not list applied patch and jdev is not found || ADF Bundle patch

I got two servers where I applied same patch but only one server shows that patch listed when I run lsinventory.

Also when running the patch:

Server 1 was showing messages “Patching component...” when applying patch and it shows new patch in lsinventory
Server 2 was showing messages “Skip patching...” when applying patch and does not have patch listed in lsinventory
How to fix it if it needs fixing?
