LPAD,RPAD functions...right position..utl file

Hey guys, I am looking for some advice here, I have a week to create a file with a header, detail and a footer line. I done this before but in sql, I want to do this in PL\SQL using the UTL file, so I can send the file to a UNIX directory.
Here is my question: Here is some of the specs on the file (believe are more), I have a bad luck with the RPAD and LPAD functions before, is there another function I can use to position the fields in the right position...I remenber once trying to submit a file and It keep bouncing, because some of the records are not in the right position, I love csv files, they are easy to create...
Anyway I have tons of pressure over this, it needs to be ready next Friday...
I am looking for ADVICE...

The specs are something like this
Column name  Description  Length Start Position End Position
xxxxx                   H       2        1              2
etc..etc..
