SQL & PL/SQL

Can someone tell me the issue with this...

I run this in a custom 12.2 schema:

CREATE OR REPLACE PUBLIC SYNONYM "FND_COMMON_LOOKUPS" FOR "APPLSYS"."FND_COMMON_LOOKUPS";


and do a simple select

select * from fnd_common_lookups


And get this error:

SQL Error: ORA-01775: looping chain of synonyms
01775. 00000 - "looping chain of synonyms"


Can someone explain looping synonyms and what I am doing incorrectly? Thanks
