I'm figuring I have to install the loopback adapter on my laptop before installing weblogic and forms. I was confused by various instructions I found. So I can report that the best instructions for windows 10
are the instructions for windows 7:

Specifically:
start
hdwwiz
next
install the hardware that I manually select....
network adapters
next
left right
microsoft microsoft KM-TEST Loopback adapter
next
next
finish
(Then follow other instructions in above doc about assigning IP number, checking domain name, configuring hosts file)
So don't waste time fiddling with "adding hardware" or adding a device via the gui as it does not do this.
