Login to b2b as admin user fails with AIP-13121

Environment: A new installation with b2b running on a server along with
Infrastructure, this server is configured to another HTTP server to communicate
on AJP. The b2b user password was altered in the database and the login to
http://devb2b.xx.com:7778/b2b using admin throws:

An error occurred during login.
Error -: AIP-13121: Connection-related error. Please verify that the database
server is running.
ORA-01017: invalid username/password; logon denied

How Do I synch up the b2b user password changes to OID ? Is this issue related to b2b user, since admin logins to b2b administration page ?
Any help is appreciated.
