Login sys as sysdba connect not working while archiver stuck

Hi,

we have a problem, that connection with sqlplus / as sysdba is not possible having a archiver stuck, We are using a FRA concept of database.

Without sysdba login it is not possible to change the parameter for FRA-size without restarting database using pfile (FRA-Size changed in pfile).

Does anyone has a appropiate solution for this situation (without restarting database)?
