Login error,sos!!!

I install oracle xe with apex 2.0 inside,and manage page is
http://127.0.0.1:8080/apex/f?p=4550:1
but when I login the manage page ,sometimes it will display
http://127.0.0.1:8080/apex/wwv_flow.accept
this error does not display every time.
