login confusion

hi everbody, i have little confusion over oracle login

sql> conn sys as sysdba //OS authentication Am i right?
sql> conn sys as sysdba
password: ...... any differenece between these two?

now
sql> conn scott as sysdba //what is the purpose of this command as it shows user is "sys" i.e. scott will work on sys space? now i how i be able to restrict normal user to login like sysdba?
