Logging Into Discoverer Plus 10g - "Unable to Open a New Browser Window."

Some of my users are experiencing the following. Please help find a solution to this problem:
1) They are able to enter their login credentials on the login screen with no problem.
2) When they click the "Go" button they get the following error message: "Unable to open a new browser window. Ensure that you do not have popup windows disabled for this site." There is no corresponding error number displayed.

I am unable to duplicate this problem from my machine.
I am using IE version 7.0.573. I have tried changing my settings under the tools menu, turning pop-up blocker on and off and deleting cookies but I am continually unable to duplicate the problem. My machine uses Java Plug-in 1.6.0_07

The user having the problem is using IE version 6.0.290. I compared his pop-up blocker setting with mine and there is no difference. His machine uses Java Plug-in 1.5.0_15
