log file sync

For the ASH below is it in normal range for log file sync to be in 20.27% of Event under 'Top User Events'?

Also , It is coming in  Top Blocking Sessions where

blocking sid (351,1) => 'Log file parallel write'

Event cause: 'log file sync'

I am not sure if this is normal or should be looked onto further. Please suggest.
