Lockout Duration is not working OAM-OIM-OID

I am new for OAM. We have OAM(10g)-OID-OIM(9.1)integrated enviromnet. We are using Passwordpolicy of OAM (like Password Validity Period;Password Expiry Notice Period;Number of login tries allowed;Lockout Duration etc. ) as well as OIM based Password policy. Apart from Lockout Duration attribute, rest of the OAM pwd attribute is working fine.

My Requirement is that user shoud automatically unlock after 12 hours. But this is not workin.
