(LOCAL=NO) Processes of Oracle

Hi,

We have two application interacting with our Oracle Database.

After running the application for considerable amount of time, the cpu utilization of oracle reaches to 99%, and the box becomes the unaccesible.

When we sees the the processes using ps -ef | grep -i oracle<ORACLE_SID>, We found the no. of processes with:
oracle 16457 1 0 13:53 pts/0 00:00:00 oracle<ORACLE_SID> (LOCAL=NO)

What are this (LOCAL=NO) processes, why they are taking much CPU Utilization.
