local connection is ok but times out in client

Haroo there!

I setup a Oracle 9i server as a dummy database in my work pc (see specs below) where I do programming in .NET. I've been using it for several months now and never had a problem connecting to it through isqlplus or our programs run in my pc.

Lately, I tried to setup a client pc that will connect to my dummy database. I installed the OraClient, setup the service name of our real database and successfully connected to it.

Then I add my dummy database in the service names but the test connection failed. I finished the setup ignoring the error.

dummy database name: burabod
my pc name: kurasmag

Troubleshooting:
- ping kurasmag from the client works
- tnsping both database works (both from the server and from the client)
- port 1521 TCP is an exception in kurasmag's windows firewall.


Please help.

Additional info:
These are the oracle services that is present in my PC at work. I manually turned them on because it cost a lot of time at windows startup.
