Loading forecast data into HFM and scenario setup YTD vs Periodic conflict

1. Finding the easiest way of getting forecast data into HFM for the users. We have toyed with data forms but users are very comfortable with excel rather than onscreen data forms and it times out while they are using the onscreen method.
2. Conflict of scenario setup - actual data stored in a YTD scenario setup and budget data stored in a periodic scenario setup so when copying the actual data into a new scenario called Forecast 3+9 the YTD figures reverse in period 4 where the monthly budget data has been copied for all the cells that have zero in period 4. I have tried extracting actual data periodically but the periodic data is only a calculated field for this scenario so it doesn't work.
How do other companies prepare their forecast in HFM without having the planning and budgeting module?
