Loading a .csv file into Forms via Push Button - Forms 10g

Hello,

This is a custom forms development on Oracle EBS r12.1.3 with Forms 10g as development. As shown in the image below, we have a need to select the button ( labeled ...) and when "Load File Contents" button is clicked, need to populate underlying data grid block in the form.

The data grid block is a base table based.

This excel file has to be on client's window's desktop and not load from server.

Please advise if there is any Oracle supplied API or are there any coding example which I can refer to.
