load a properties file in DAO layer

I have some keyword-value pairs in my properties file....I need to access the value in my DAO and pass it to the stored procedure...I'm not happy with this design...I would like to know
- is this a good design
- if not, is there any other way to load the properties file during startup and the DAO to be able to access the file.

any help is appreciated ...
