lo exception: The Network Adapter could not establish the connection

I have just switched to a new PC. I have downloaded SQL Developer version 1.1.2.25 and have put connections to my databases. I can connect to every database except one. When I try to connect to it, It gives me the below mentioned error:
An error was encountered performing the requested operation:
lo exception: The Network Adapter could not establish the connection
Vendor code 17002
I can connect to it from my old computer and there's no problem in the database connection. Everythings fine with the tnsnames.ora and sqlnet.ora because all other connections work. I have copy-pasted the same ora files from my old computer. I'm just not able to understand why there's a problem with just this one database.
I can ping this database but when i do tnsping, it gives me the error : TNS-12535: TNS:operation timed out.
I am able to ping and tnsping all other databased.
Please help. Urgent.
