ListView action on selection

Hello.

Is there no-javascript way to implement executing some action on listView item selection with mouse only?

E.g. there's a list of departments in listView and I want to go to chosen dept page on list item selection (with mouse, of course).

What container is used for listView here?

Those 3 button in the top right corner - are they built in or custom?

"Load more items" in the bottom - built in or custom?
