Listner problem on AMD64 Win XP install

I am trying to install 10g database as a default standard install on a AMD64 3500+ XP (32bit) installation. 1gb of ram.2gb paging. 300+gb free space hard drive.

During install I get one error OCX registration error.
Everything else appears to run, but when I attempt to connect to database using sqlplus I get the following error in the listener log:
TNS-12531 cannot allocate memory. A review of the task manager shows over 512 mb of free memory. I have tried multiple reinstalls all with the same result. I am not sure if I am wasting my time due to a compatibility issue with the AMD64/XP 32bit combination. All of the services start correctly and if I shut down the database service that free up another 160mb of memory and I don't get the error, only an error that the listener can't find the database.
