Listener response to a TNS ping is xxx msecs in OEM

Hi all

Sometimes i get an alert in Enterprise Manager Database Control , severity = critical

Listener response to a TNS ping is 2050 msecs
Listener response to a TNS ping is 500 msecs

The time is variable ... i have 20msecs (mostly), 30 msec.

I Have run several testes in network tnsping, ping, netstats and cannot find the reason to this.

I need some orientation on this issue ... can you help me ???

My environment

HP DL 580 Server
Windows 2003 Entreprise
Oracle 10.0.1.0.2
