listener.ora and tnsnames.ora files are missing

After installing 10.2.0.4 on AIX 5.3 listener.ora and tnsnames.ora files are missing. I’m not sure what would be the reason. I appreciate if some can suggest.
We have installed it in new ORACLE_HOME and no database is running on that home
