Listener issues on Win Server 2021

Hi all,
I have strange issue with my listener. Every one week, or 5 days it looses connection to Database.
When the crash occurs I go to db server and check if database is opened (v$instace). Windows services for oracle are all working including listener.
I did a check on all alert logs and trace logs (windows, oracle, listener) and I could not find any single error.
But when I type lsnrctl status in CMD I get TNS-12541:no listener, TNS-12560:protocol adapter error, TNS-00511:no listener, 64-bit Windows Error : 61: Unknown error
If I do shutdown immediate, and start up the database I have the connection to listener back without restarting windows listener service or DB service.
So I don't even know where to look, DB which is opened, listener who is working but cannot connect to database or windows.
I have Windows Server 201 R2 and Oracle 12.2.0.1 64bit for configuration.
If someone had a similar experience, let me know, because I am planning to move my DB to a new server if this things will continue happening.
