Listener is not Running.

I am facing this error while running forms in 12c.

FRM-101042 The HTTP listener is not running on DEV-PC at Port 9001. Please start the Listener Or Check Your runtime prefrences.

While my Node Manager , Ohs Server and weblogic is running. Forms version 12.2.1.3
