Listener changing port problem

Oracle 10g running on Windows 2003 R2

Everything is running just great. I can connect and run queries on the DB. All our test websites run fine. So I know the configuration is fine.

But I need to change the port to meet security guidelines.


I fire up Net Configuration Assistant, select my listener and change to port 1525 and now I get ORA-12518 - Could not hand off client connection.

I have restarted the services and the server with no change.


If I use Net Config to change it back to 1521, everything goes back to normal and everything works.


All the help I have found so far deals with making Enterprise manager work, but I am not concerned with that at the moment, I just need basic connections to work.
