List reasons for map build fail on initial report

Map fails and provides list of conditions to resolve in order for map to build. Operators then remove conditions, ADMS Support attempts to build map and fails again. Need a list of conditions to be resolved that were not on the original list is provided.

As a model manager I want the complete list of errors on failed maps so that I do not send the DSO's two lists.
