Linux root and sudo account inRAC administration

Hi experts,

We have an issue between root and sudo account among RAC admin.
Sys admin claims that sudo account can do all root level jobs in Linux Red Hat 5.
We know sudo allows a permitted user to execute a command as the superuser or another user

However, we found some case that sudo account does not work for some RAC commands. especially in debug times.

Could some RAC experts clarify questions
1) when and what kind of RAC (or ASM) task MUST use root account among RAC and ASM administrator?
2) when and what kind of RAC task need to use sudo account among RAC and ASM administrator?

All of Oracle RAC documents and example show root account as example.
