linux mail errors out with stat=User unknown

I am trying to run mail (or sendmail) from exadata linux server and getting 'dead.letter' error. /var/log/maillog file shows stat=User unknown

I even tried to update /etc/mail/sendmail.mc file and changed 'SMART_HOST' entry, still does not work.

We are using mail service (Office 365)

I tried to follow following doc, still does not work:

to=..@...com, ctladdr=oracle (1000/1001), delay=00:00:00, xdelay=00:00:00, mailer=relay, pri=30068, relay=[127.0.0.1] [127.0.0.1], dsn=5.1.1, stat=User unknown
