Linux machine runs very too slow ..

One of my linux machine runs very slow,

I have good system configuration  and also NOT much loading.

Once i reboot my machine , it takes 10 - 12 mins to display desktop screen.

ex : if i connect my rman utility , it takes 5-6  mins.

what is the reason ?
