Limitation of UTL_SMTP package

Hi Experts,

Is there is limitation of utl_smtp package in sending email if no of emails ids exceeding 100?

i have read on Oracle site- https://docs.oracle.com/database/121/ARPLS/u_smtp.htm#ARPLS71478

recipients buffer - Maximum total number of recipients that must be buffered is 100 recipients

Not able to understand the buffer word - is it mean what i am asking as question or something else
