limit http visit

In APEX2.0 manage page is http://127.0.0.1:8080/apex/
Database server IP address is 192.168.2.1
I can manage apex by http://192.168.2.1:8080/apex/
when I set Available from local server and remote clients
in other pc (not server local),can not open http://192.168.2.1:8080/apex/
but my app can't open also
my app is http://192.168.2.1:8080/apex/f?p=103
