I recently discovered that any Textura User that has the “PM” role on a project has access and ability to change lien waiver statuses. I feel that only a “Compliance Manager” role , or maybe “Disburser” role, should be allowed to change the status of lien waivers - just as the Compliance Manager role is the only one that can log in the document compliance information and the Disburser role is the the only one that can disburse funds. Here are the reasons why:
- A PM might forget to download any uploaded waivers and save them in our project files.
- A PM might not know what to look for / how to review a lien waiver or recognize if it is the correct waiver for that project and/or state.
- When you have multiple projects, it's hard to remember what waivers you've received, reviewed and logged. A Compliance Manager / Disburser might not realize that the PM was the one that reviewed and marked a waiver as Progress or Final and therefore didn't double-check to make sure that it was correct.
- Lien waivers are an important part of risk management and should be reviewed, approved and logged in by the people that have been trained to know how to review them and what to look for - the compliance manager / disburser. A PM needs to be concentrating on their roles as invoice approvers and signers, and can view lien waiver status and document compliance status - they just should not be able to alter those statuses.
