licensing question - OS CLuster

Hi
One of my customers thinks of using RedHat High Availability add-on for high availability solution.
He knows it's not a 99.9% uptime solution,
but it's probably much cheaper.
Question is - does he have to pay for oracle license on the second node of the cluster? it's actually a kinf of active-passive solution
