Licensing question

Not sure if this is the right place to ask this question, but here goes:

I got 2 machines (Machine A and B) .

Both connected to a SAN.

I run Oracle on 1 machine (binaries and data are on the SAN).

And if Machine A fails I can mount the SAN on machine B as a disaster recovery.

I never run Oracle on both machine. 1 machine is always a cold replacement standby.

Question: Do I need Oracle Licenses on both machines?
