License required for "Automatic SQL Tuning Advisor"?

I have noticed that a lot of databases in my enterprise show usage of a component called "Automatic SQL Tuning Advisor" or "Automatic Maintenance - SQL Tuning Advisor" in DBA_FEATURE_USAGE_STATISTICS.

Does any one know whether that component requires a Tuning Pack license or could this be one of the out-of-box internal/system usages that do not require a license?
