License Pack Usage Summary

there is a report option for License Pack Usage Summary

How can I obtain this information without using Enterprise Manager, is there SQL or a utility I can run on the server?
I have some systems that are not on EM 12C and I would like to see the usage statistics for the Management Packs..

I have tried this but it doesn't show any packs: select * from DBA_FEATURE_USAGE_STATISTICS

Databases are 11.1.0.7 and 11.2.0.1
